If it is on a ledge, a sill, a statue or a bridge girder in daylight, walking with a head-bob and flying off with a wing clap, it is a pigeon. If it is at ground level after dark, following a wall or kerb rather than crossing open space, it is a rat. The two overlap only where food reaches the pavement, and even then usually at different hours.
Habitat and distribution
A building offers both animals a version of what their ancestors already used. Rock doves nested and roosted on sea cliffs and gorges, and ledges, girders, sills and roof voids reproduce those conditions closely. Rats came from burrowing, edge-following, water-associated ancestry, and drains, banks, subfloor voids and wall cavities reproduce that. The result is a vertical division of one structure, with the bird above the ground and the rodent at or under it, meeting mainly at pavement level.
Diet and ecological role
Pigeons are fundamentally granivores, taking seed and grain and extending in cities to bread, discarded food and anything else soft or small enough to swallow whole. Rats are true omnivores, adding invertebrates, eggs, small vertebrates, carrion and refuse to a plant-based base. Both concentrate where food is regularly spilled — markets, transport hubs, bins, feeding sites — and both are strongly influenced by human habits, so their local abundance tracks food availability more closely than anything about the buildings themselves.

Pigeons are gregarious throughout the year, feeding in loose flocks, roosting communally and pairing for extended periods, with courtship bowing and cooing conspicuous on any city square. Feral pigeons face heavy first-year mortality and few reach the ages recorded for well-kept domestic birds, which can be considerably longer. Commensal brown rats are commonly described as mostly not surviving a year in free-living populations, with animals under human care usually reaching around two to three years.
