The short answer

Both were harnessed to pull, and the difference in how they do it starts in the stomach. Cattle are ruminants: they ferment forage in a four-chambered stomach, regurgitate and rechew it, and extract a great deal from poor material, but slowly. A mule ferments in an enlarged hindgut, gets less from the same forage and eats more often, and moves faster. Draught traditions split along exactly that line.

How they are related

The two sit on opposite sides of the ungulate divide. The mule is a perissodactyl, an odd-toed ungulate in Equidae, and is a donkey-horse cross rather than a species. Domestic cattle are artiodactyls, even-toed ungulates in Bovidae, and cow in strict usage means an adult female of the species while in everyday usage it stands in for cattle generally. This page uses it in the everyday sense. The wild ancestor of domestic cattle, the aurochs, is extinct, which makes cattle a domesticated species with no living wild form to compare against.

Telling them apart

Nothing about these two invites confusion, and the comparison is functional rather than visual. A mule has long ears, a level back, a single hoof and an equine head; cattle have a broad muzzle, a dewlap, cloven hooves and, in many breeds, permanent horns. The clearest structural tell in the field is the foot: one hoof against two toes. Watching them feed separates them just as fast, since cattle spend long periods lying and rechewing while a mule does not rechew at all.

If the animal is descended from a continuous breeding line, it is the cow; the mule is made fresh from two other species every time.

Mules were chosen where pace mattered more, or where terrain was broken. The choice was local and practical rather than a ranking of the animals.
Do mules chew cud like cattle?
No, and they cannot. Rumination requires the chambered forestomach that cattle have and equids lack. A mule chews its food once and passes it on, fermenting plant material in an enlarged hindgut after the small intestine rather than before it. Are a cow's horns the same as antlers?
