The short answer
They are not relatives, and the antennae settle it. How they are related
Damselflies are the suborder Zygoptera within Odonata, the order that also contains the dragonflies. Lacewings sit in Neuroptera, a separate order whose members include antlions and owlflies; the common name covers several families, principally the green lacewings, Chrysopidae, and the brown lacewings, Hemerobiidae. The two orders parted company deep in the history of winged insects, so the resemblance is convergence on a similar body plan rather than shared ancestry. Neither name points at a single species.
A note on naming: Damselfly covers the entire suborder Zygoptera and lacewing covers several families within Neuroptera, so both names describe groups; size, colour and wing shape vary widely between species in each.
Telling them apart
Look at the head first. A damselfly's eyes bulge from either side of a wide, dumbbell-shaped head and the antennae are almost invisible; a lacewing has a narrower head with obvious sweeping antennae, and green lacewings often show coppery or golden eyes. Then check the wingtips for a damselfly's dark stigma cell. Body colour helps too: metallic blues, greens and reds are common in damselflies, while green lacewings are a soft translucent green.

Long waving antennae, wings tented over the back, no wing spot, weak flight and a habit of appearing on a lit window: lacewing. If you can see a pale green insect with golden eyes indoors in autumn, it is a lacewing, because damselflies do not overwinter as adults in buildings.
Habitat and distribution
Damselflies are tied to fresh water because their nymphs live in it, so adults concentrate around ponds, ditches, canals, lake margins and slow rivers, usually within a short flight of the bank. Lacewings live wherever their prey does — hedgerows, gardens, orchards, woodland edge and scrub — and have no aquatic requirement at all. The two overlap only where vegetation borders water, which is exactly where a lacewing is most likely to be misrecorded.
Diet and ecological role
Both hunt as immatures. A damselfly nymph takes water fleas, midge larvae and other small aquatic animals, and the adult catches small flies and other soft insects in the air. Lacewing larvae are voracious predators of aphids, scale insects, mites and small caterpillars, gripping prey with hollow jaws and drawing out its fluids. Adult lacewings are less uniform: many green lacewings switch to nectar, pollen and honeydew, while brown lacewings tend to keep hunting.
Behaviour
Damselfly males patrol short stretches of bank and clasp females behind the head, the pair forming the tandem and wheel positions before eggs are inserted into plant tissue, sometimes below the waterline. Lacewings do something no odonate does: many species court by drumming their abdomens against a leaf, producing substrate-borne vibration songs that partners answer. Green lacewings of several species lay eggs on fine stalks, and some larvae pile debris and prey remains on their backs.
Senses and adaptations
A damselfly nymph carries a hinged, extendable lower lip that shoots forward to seize prey, and the adult's compound eyes give it close to all-round vision for tracking small targets against the sky. Green lacewings have their own specialism: an ultrasound-sensitive swelling at the base of each forewing that responds to bat calls and can trigger an abrupt dive. Damselflies, active in daylight, have no comparable bat-detecting organ.

Lifespan and life stages
In temperate regions a damselfly commonly spends several months to a year or more as a nymph, then flies for a few weeks as an adult, so almost all of its life happens underwater. Lacewings develop far faster in warm weather, sometimes running egg to adult in a few weeks and producing more than one generation a year; some species pass the winter as adults, changing from green to a duller brown.
