How they are related
Both belong to Lophiiformes, the anglerfish order, which also holds the goosefish or monkfish of family Lophiidae, the flattened batfishes, and the handfishes of Australian waters. Popular usage narrowed anglerfish to that branch, which is where the apparent contradiction between the two names comes from.

Telling them apart
Both are squat, large-mouthed, loose-skinned fish with the first dorsal spine converted into a rod. A frogfish looks like an encrusted lump on the reef, with pectoral fins bent into limbs, a upward-angled mouth and skin covered in filaments and spinules. A deep-sea ceratioid female is dark, globular, has needle-like teeth and a stalked illuminated lure, and is usually much smaller than photographs suggest, since most are only a few centimetres long.
If the fish is sitting on a reef looking like a sponge, walking on its pectoral fins in shallow water and waving a small fleshy tassel, it is a frogfish, and it is also an anglerfish in the formal sense. If it is a dark globular fish from deep water with a lit bulb on a stalk, it is a ceratioid, the animal most people mean by anglerfish. The order is the same; the depth and the light are not.
Habitat and distribution
Ceratioid anglerfish live in the open bathypelagic zone, generally cited between a few hundred and several thousand metres, where there is no sunlight and prey encounters are rare. Frogfish live in shallow tropical and subtropical seas across the Indo-Pacific, Atlantic and Caribbean, sitting motionless among sponges, rubble, coral and even harbour debris. Their ranges do not meaningfully overlap, so any encounter with a live frogfish on a reef is not an encounter with a deep-sea anglerfish.
Diet and ecological role
Both hunt by ambush and by luring, letting prey come to them rather than chasing. Frogfish take fish and crustaceans with an exceptionally fast strike, expanding the mouth cavity to draw in water and prey in a matter of milliseconds, and can swallow items close to their own length. Deep-sea anglerfish take whatever passes, including fish and crustaceans, and their large mouths and distensible stomachs suit a habitat where meals are infrequent and unpredictable.

Frogfish spend most of their time motionless, changing position only to reach a better ambush spot, and wave the lure in a species-specific pattern that mimics small prey.
